Got NOA2 3 days ago. I'm inviting in-laws to come to wedding next year. Problem is IN-LAWS can't speak English. They only speak Russian. Will they have problem passing Immigration at POE? What if I provide them with a letter explaining their visit and their handicap, will that help?

If they have everything in order it shouldn't be a problem, you're not obligated to speak English to be a visitor to the country. They will though only speak English to them so maybe they might want indeed to have some letter explaining the purpose of the visit, the documentation that ties them to their country, written in English.

They do have Russian interpreters at Atlanta. When we came in I saw several Russians entering that could not speak English. I would still have them bring in the letter. It's a good idea. Good luck with the visitors visa as they can be a little difficult to get.

When we got married in the US, my wife had her parents come to stay for almost a month. They were in the same situation as you. (except my wife's nationality is Turkish..not Russian).

But, she told me that what she had her parents do was to write on their ticket that they don't speak english (they had the people from Delta, who issued the ticket write this on the ticket for them, since obviously if they couldn't speak english, they weren't going to be able to write it either.) They purchased the tickets in Turkey.

Then when they landed at the airport in the USA, the people who work for the airlines...the stewardess etc...were able to help direct them. At the POE there were interpreters at the airport who were able to assist them to get to their connecting flight.

If I were you, I would call the airlines and airport ahead of time to see what accomodations they have.

But, her parents who spoke no english at all, made it to Florida just fine...............so I am sure your in laws will manage as well.
