Timeline

My father is a US Citizen and is petitioning my brother and his family (wife + 2 children). Their priority date is April 2004 and now the Visa Bulletin is looking at March 2003. So, I think they will have about 1.5 years remaining. I have the following questions if anybody would like to try to answer them, it would be appreciated.

Q1) My brothers NVC Case number changed from NPLxxxxxxxxxx to ANKxxxxxxxxxx. I did some research and it explained that NPL signified Naples Italy, while ANK is Ankara Turkey. The last one more logical since my brother lives in Iran. Anyways, the original case number was given in 2009, and now suddenly in 2013 a new number is assigned, should I be worried?

Q2) My brothers oldest child is now 23 years old. However per CSPA she can subtract 5 years and 7 months. My question is, do we need to notifiy the NVC about her situation. At what point is this addressed, during the interview?
