I will be marrying my fiancé in Tokyo near the end of December. Our current plan is to file the I130 at the consolate there. Is there any reason I should wait and file here directly when I return? Also, can we file the DS-260 and I-864 at the same time as th I-130?

As long as you are a resident and fulfill the requirements to file DCF go for it. You will be giving everything to embassy. No there is no advantage to wait and file here but alot of time.

DCF ia what you were asking about filing at the consulate. No you can't file at consulate you are not a resident of Japan. So you would be sending to Phoenix lockbox since you are in Texas (like me). And you are looking at 8 to 12 month wait to get approved at USCS at best.

You should be following the instructions for I-130 and sending your petition to the correct US Lockbox. Follow the instructions: http://www.uscis.gov/i-130

Japan aren't going to send it to the USA for you, they'll likely return it to you.

DCF stands for "Direct consular filing" and is for people who are resident in a foreign country that allows direct petition filing with the local embassy. Japan is not one of these countries, nor are you resident there.

No. I am saying other things.

1. DCF for Toyko stopped in 2011. You don't have a time machine, so you can't file an I-130 into Tokyo USCIS office, they ain't accepting I-130s anymore

2. You not qualify to apply in Tokyo, you not have the minimum 6 month residency requirement prior to filing. But that's a moot point, as USCIS Tokyo not accept I-130s anymore.

3. I supplied a link. I ask that you click it, and read the contents of that page, and refactor your plan.

4. Since you have no plans for Japan residency before or after the wedding, I suggest you file the I-130 to the Phoenix lockbox address after you return from your marriage trip. Ignore the Chicago lockbox instructions for residents in Japan.

What? Where did you get that? No, you'll be chasing the CR-1 via the I-130 petition.
