Package 3 question

I'm finishing up the checklist for package 3 for the K1 visa application that will be processed in Bangkok.

I don't know what "marriage certificates" are. The letter asks to send

MARRIAGE CERTIFICATES: Both Petitioner and Beneficiary must present all of their official
marriage certificates.
We are both divorced and have the correct paperwork for those. What is a marriage certificate?
I'm also curious about what a free to marry certificate is and how
you get one if it is required and when is it required? I'm a bit confused by this part of the process.
Thanks.

I see, I don't have the marriage certificate and I don't see the point if your are divorced...I didn't have these documents last time.

The instruction go on to say "if available" If you don;t have it, you can;t send it.

You can get the free to marry certificate from her home town legal office. (the same place you got her birth certificate) Only needed if she has child out of wedlock.
