how to find out if someone has pending petition?

two years ago my friend brought his wife in u.s.a

now he found another wife can he file petition again?

04/08/2013 received NOA1 1-130 FOR PARENT

Only if your friend would tell you so.

If he's divorced , yes he can file another petition.
