Question: Is there any who have PD near mine and issued visa?

Your case is under AP - Administrative Processing.

Normally, visas are issued within a few days of the visa interview.

Administrative Processing is a broad term used by the State Dept. (Embassy) for any research, investigation, review, processing etc. done after the visa interview. It is quite normal for young males in Pakistan to undergo AP. What exactly is done during AP is really anyone's guess, but my guess is they're doing some sort of background search.

AP can unfortunately not be expedited or waived, and it will go on for as long as the embassy still feels a need to 'administratively process.'

Your visa should be issued as soon as the AP is done. Did they keep your passport?

There is a forum here called AP and I-601 waivers. Quite a few members here have been in, or are currently, in AP.

The CO took our passports and congratulated us that ur visas have been approved and said AP would be done in 6 months but upto now no reply since 30 april 2013. I checked on CEAC website the status has been updated many times at 24 oct ,30 oct then at 4 nov and now on 6 nov but still nothing positive.

The CO should not have given you a timeframe for AP because no one can guarantee you a timeframe for AP. AP takes however long the consulate needs, and the CO was not in a position at the time of your interview to give you any definite timeframe. The timeframe that the CO gave you was an estimate, or rather a guesstimate based on perceived averages.

The fact that they kept your passport means that they do expect to issue the visa, they just don't know when.
