Confused on B-1/B2

Timeline

While we still await Jans documents for the divorce he was given the opportunity and invitation to come to the states for a business meeting/convention. He originally had hoped to come following his trip to Belgium (actually the associate in Belgium was hoping to send him from Belgium straight to USA then to Belgium then back to India)

Back in March 06 he actually had his interview for the visa... they said.. ok fine.. seeing he was going to Belgium for a business meeting.. the embassy said ok fine show us you have gotten the visa for Belgium and we will grant it. He got the Visa.. then they said fine now go show that it was activated then return and then we will give.. (runaround) so Jan went to Belgium took care of the business necessary.. the associate in Belgium still wanted to send him to USA as a representative.. so they sought assistance via Belgium.. due to him being from India not Belgium they said they could not give the visa from Belgium for him to get it in India..

SOoooo obviously he returned to India.. went back to embassy showed he went to Belgium as they stated.. also showed additional stamps in passport.. ie Paris, Amsterdam. He was then told from the man at the embassy ok fine. now all you need is your medical appointment. to get the visa. . and there is a long wait for that.

During this time his company sent him to Singapore.. he now also has a 10-multi entry visa for Singapore. Stamps in passport from Bali, Milaysia, Singapore. Paris, Belgium, Amsterdam, Africa (several countries there).

Shortening this story a bit ...

Was given a appointment time for the Medical... November .. Went to Mumbai for the Medical. they did urinalysis, blood, xrays and a heart stress test. told to wait a week for embassy to get results.

Two weeks ago .he returned to Embassy .. was told.. ok fine. medical is ok but now.. seeing all your documents are from your city of your main business office.Baroda.. we need a certificate from teh magistrate in the city where you live...Bhvanager. to show that you do live there. Something about due to all the banking and such is in two cities.? He is living with family now in Bhvnager.. so needs to prove that?

So he returned to Mumbai has been there all week.. waiting for the document to be faxed.. even paid the $75 fee for expidite the process.. ..now 8 days later still no fax.. every call results in oh ok .. we will fax in a hour... oh day is done we will fax tomorrow..

Now the embassy man said that if he doesnt get the document by monday .. the quota is full for December..

My BIGGEST QUESTION IS...

is this really the process that happens for a B1/B2 visa.?

do you really have to have a Medical for all Visas?

Is there a Quota for B1-B2 visas?

I think he is being steared wrong. I think he should just stop all together... and reapply?

I asked if he did it tru VSF he said that since it was being handled by the man in embassy he didnt need.. (that was my first flag)

I told him get the document see what is said.. then . if by next week nothing has happened..

then..

do it as i think it should be done..

Pay the $100 fee for the VSF appointment.. get the interview date.. turn in all documents you have.. (which the embassy already has)

go for interview.. and . see what happens.

Once a interview is done.. via.. VSF.. then how long is it for a answer concerning the visa approval?

sorry this is sooo long but I figure someone here might know what the process is actually in Mumbai for B1/B2 visas... He has already lost 2 business opportunities for his company due to not being able to arrive in time... Still has two more to meet with that are willing to wait. Needless to say... I need to see my honey as well...

Will be grateful for any insite on the process...

Medicals are not necessary for B1/B2 visas.

And yes, the initial visa appointment always has to happen through VFS. Always, no exceptions. Read the mumbai consulate website, the details are very clear.
