DS 260 Civil Documents

Once I submit DS 260 online for my dad , does he have to mail me his civil documents OR this is being done online ( scanned documents ) as well .

I remember reading something about it and I am unsure if this applies to all applicants or only SELECT consulates.

In other terms do I still have to get his paper documents .

Algeria is not one of the eligible countries for EP (electronic processing), so you have to snail mail both the AOS and IV packages.
