PERRY -- Houston County commissioners begrudgingly approved Tuesday a health care fee for the county’s 650 employees, in accordance with the Affordable Care Act.

“It’s a sad day to pass this kind of cost onto the employees,” said Chairman Tommy Stalnaker. “The ones that can least afford it are going to get hit the hardest. I don’t think that’s what was intended by the Affordable Care Act, but it is.”

After voting unanimously to approve a $2.50 fee per pay period, per person covered on an insurance plan, commissioners encouraged the employees and residents of Houston County to call their legislators about the unaffordable expenses of the federal health care law.

Commissioner Larry Thomson said he was displeased at having to impose the fee.

The health care bill, known widely as “Obamacare,” requires any person with private health care coverage to pay an annual $2 fee per insured member to pay for the Patient-Centered Outcomes Research Institute, which will provide information and research to help consumers make informed health care decisions.

Additionally, each member will pay $5.25 per insured member each month to support reinsurance programs.

“It’s not only for Houston County,” Stalnaker said. “It’s anybody who has insurance.”

Stalnaker said the county chose to average the two fees and charge employees through the year. Over the year, employees will pay $65 for each covered family member. Stalnaker said it quickly adds up for a family of four or five.

The chairman said he met with county employees and apologized.

He added if legislators remove the two fees, the county will also remove it.
