Personal Impact of the ACA for VJ Users

Supposedly, our company policies aligned with the requirements of the PPACA last year, which kicked up the premiums we pay by 30% and hiked the deductible by $2,500 for our family.

Next year's details will be out soon (we got the notice today) and I'm hoping that our premiums this year will be closer to a rate of inflation increase only. I'm just not holding my breath. <_<

I purchased a blue cross blue shield plan (blue care KC) on-line for my husband when he came here last year on K1 visa. Got a letter in the mail 2 weeks ago that his plan is being discontinued due to the new aca standards and we will need to find "alternative coverage". According to Obama those whose plans are being discontinued were "sub-standard " plans. However, we did not find this to be the case. He paid $68.00 a month for a plan that had a 5000.00 deductable, allowed 4 well visits a year at no charge and even covered chiropractic care and basic vision.. There was nothing substandard about his plan. He had the same deductable, co-pays and benefits that I do with the humana plan through my work and I pay $400.00 a month for. (we are both healthy and only visit the doctor for preventative care)

Timeline

Through employer. Deductible rises from $1,500 to $6,400. Unsure so far of effect on prescriptions. Dependent coverage becomes considerably higher-cost (minimized somewhat by employer's fiddling with other benefits). Have talked with 3 people, variously employed elsewhere, who say that everything is either almost doubling (2 people) or they're losing it all and must fend for themselves (1 person).

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

Since next year I will be poor on paper (low Agi), I can get my wife a great subsidized policy for 5% of what it would cost me on the open market.

It will only make our premium go up 20 bucks a month to add me.

Similar coverage on Cobra would have cost me about 1600 bucks a month. I can not buy affordable health insurance because I have type2 Diabetes.

"We are both healthy and only visit the doctor for preventive care" may be true for years past, but there is no way for you to be certain it will be true in 2014 or any year in the future. It is that uncertainty that insurance is designed to cover.

As for his current plan. You described it but left out crucial details that indicate a poor understanding of how insurance works. Is there a lifetime max on insurance payouts? Is there an annual max on insurance payouts? Is hospitalization covered? Totally or partially? And more...

All of the plans being discontinued by blue care KC have at least one factor that is not longer allowed under the ACA. Looking at the plans, they have things like exclusion periods on preexisting conditions, maximum lifetime limits, and specific limits on certain coverages (ie. maximum daily room allowance for hospital admission, maximum coverage for ambulance transport).

No matter how good the rest of the coverage is, plans with any one of those factors are no longer available. Those are the issues that make them substandard. You guys would have found that out eventually when you needed the coverage for something more than preventative care.

Start with a catastrophic policy and work your way down

So the person who has been one of the biggest opponents of the ACA here on VJ also happens to be the person who makes out like a bandit on it. Go figure. You're a piece of work.
