Maybe before, they could just remarry without getting an annulment but as far as I know, nobody can do that anymore as the parties are now required to submit CENOMAR..Also whether you will get marry in church or in the court you will always get Marriage Certificate..

Which I think came about because so many separated people just got married again. Still it appears easy to get around this, with fixed papers. I'm aware of a many people who have done this. As long as they keep divorce illegal and annulment so expensive, I think it will continue. And if they do actually get a near complete lock down on this, people will just live together and claim they're married.
