Landing at POE during airport layover?

This might not be in the right place, sorry.

We are looking at flights to return home. My husband is Canadian and I am American. He has his Cr1 visa. We are planning to fly from South Korea to Canada to stay with his family for a short two week visit before driving to the US to settle down. Many of the flights have layovers in the United States before arriving in Canada. I know you typically have to go through US customs, even during a layover. Would he have his POE at that time? If so, is it a problem for him to continue straight through to Canada without having an airline ticket to the United States?

There is no downside to PoE'ing; his immigrant visa would be endorsed by CBP and would act as temporary proof of his green card. You should allow 1 - 2 hours for Secondary to process him, but other than that it should be hassle-free. He can turn around and leave the same day for a trip if that is what you wish.
