First of all, the only consulate you can possibly go to is Juarez. Second, you will not get an MNL #. That stand for Manila, and your case is for Juarez. Your case# will start with CDJ. Most importantly, do NOT follow instructions for some other consulate. Not all consulates have the same procedures and requirements.

Get your case# from the NVC and you can use this website to see when CDJ has your case. It will tell you it is "Ready". That means it is at the consulate. https://ceac.state.gov/CEACStatTracker/Status.aspx? OR, you can call the Department of State to ask about your case status > (202) 485-7600.

The NVC will send your case to CDJ and then CDJ will send a letter to the petitioner and beneficiary. The letter points you to the instructions and website you need to use in order to pay and schedule your ASC and interview, and the letter is also required for the medical, ASC and interview. It takes about 4-6 weeks to receive the letter once CDJ sends it out.

You need to read through this document. It is the instructions for applying for a K-1 visa at Juarez > http://photos.state.gov/libraries/ciudadjuarez/231771/PDFs/oct2013k1k4visa.pdf
