I-864 Checklist Confusion -- I864A Required?

Hello,

We recently filed all the documentation for my son's F2A petition to the NVC. Just to give a short background, I am currently unemployed but am supported by family members as I look for work. I included a letter with the petition explaining my current employment situation and that we have a joint sponsor who meets the poverty guidelines. *EDIT* I should add that the joint sponsor filed an I-864 as well.

I received a checklist back from the NVC with the following:

I-864, Affidavit of Support Checklist
[x] The Affidavit of Support is an important legal contract between you and the U.S. government. During our review,
we identified one or more sections that were either incomplete or contained incorrect information. Please review the
additional instructions below then complete and submit a new Affidavit of Support. You can download the I-864
form and instructions at http://www.uscis.gov/i-864.

In Part 6. Sponsor's Income and Employment, please correct the following...
[x] Item 13.a. You must include your 2012 tax and income information.
[x] Items 13.a.1. The income you enter must match the total (gross) income reported on your most recent Federal
income tax return. If you filed Form 1040EZ, use the adjusted gross income instead.

I put in $0 for the income and had a letter explaining my current employment situation. Very strange that this was asked, but even stranger that they are looking for an I-864A for both my wife and other son (applicant)?

Checklist for I-864A (filed by **WIFE'S NAME** )
NVC has reviewed the financial evidence submitted. However, additional information is
required to complete the financial evidence review. Please provide all requested documents and
refer to page two for mailing instructions.
General Instructions
[x] **WIFE'S NAME** (household member) must complete and submit an I-864A.
[x] This form must be completed by typewriter or in blue or black ink.
Supporting Documents Missing or Incomplete
[x] It appears that there is no proof of current employment (a recently dated job letter or pay stub), or
self-employment status (a recently dated letter on business letterhead or a business license).
[x] A written statement/explanation is required if you are/have been unemployed, retired or dependent as to why
tax returns were not filed.
[x] The listed income tax documents/IRS statements for the years marked below are missing/incomplete (if you
have lost any of the requested tax information, contact your local IRS office to obtain a copy) (Only Federal
returns (not state or local) are acceptable unless the sponsor's income was earned in Puerto Rico.)
• Schedules are missing for the year(s): [x] 2012 [ ] 2010 [ ] 2009 [ ] 2008.
• Federal income tax returns, literal printouts from the IRS (RTFTP) or a Letter 1722 issued by IRS
are missing/incomplete for the year(s): [x] 2012 [ ] 2010 [ ] 2009 [ ] 2008.
• W-2 forms are missing/incomplete for the year(s): [x] 2012 [ ] 2010 [ ] 2009 [ ] 2008.
[x] You have not enclosed an explanation of why you were not required to file income taxes under Federal tax
laws for any/all of the 3 most recent tax years. (Residence outside of the U.S. or retirement does not exempt a
U.S. Citizen or LPR from filing a Federal tax return. Individuals who were required to file a Federal tax return but
failed to do so are advised to file late returns.)

NVC has reviewed the financial evidence submitted. However, additional information is
required to complete the financial evidence review. Please provide all requested documents and
refer to page two for mailing instructions.
