I-130 Petition for Daughter, Haven't payed $165 GC fee yet

My mom arrived here in the US on July 24th this year and haven't payed the $165 fee for the greencard yet. On the other hand, she filed a petition for my under 21 sister under F2A Category PD: Aug 22,2013. Today, She received an RFE which states: As an evidence of Lawful Permanent resident(LPR) status, the petitioner must submit a legible copy of the front and back of form I-551(greencard). If the petitioner does not have an alien registration card, copies may be submitted of the petitioner's passport, including all passport pages and admission stamps showing entry as LPR, as well as the identification page. If the Petitioner does not have passport, any other available residence status as a LPR may be submitted.

Ok, my mom only submitted the front copy of her visa and passport but not all the pages as stated in the RFE letter. Also, her Visa says the IV(Immigrant visa) expiry date is : Sept 2013. But there is an endorsement which says it is valid for one year. Could anybody here please explain or enlighten me about this endorsement thing? because mom is still saving the $165 fee. And what do you think will she do with the RFE since she doesn't have the GC yet?

Upon endorsement an immigrant visa in your passport becomes temporary proof of a green card for a period of usually up to one year.

To satisfy the RFE submit a copy of all the passport pages, including the endorsed visa, as the request states.

That I- 551 on her visa was activated when she entered the US and that is valid for 1 yr while waiting for the Green Card..With that, she is eligible to work . But your Mom needs to pay the $165 fee so she will be issued the GC. Your Mom needs to make a copy of all the pages of her passport, because one of the pages will show the admission stamped, the date of her US entry.

Thank you for the helpful responses. Yes, my mom will pay the $165 fee soon. But for now, She will just have to send copies of all pages of her foreign passport, that includes her Visa showing the endorsement and admission date.
