Filing I-834 to sponsor K1 spouse:

If the sponsor made this amount:

2012: $23,000 (above federal poverty guidelines for household size of two)
2011: $5,000
2010: $5,000

Does it matter that years 2011 and 2010 were below the poverty guidelines? Is the only important thing that in the last year, 2012, the sponsor made enough that is ABOVE the poverty guidelines?

Will it be necessary to explain why years 2011 and 2010 had very low income? Or is it a waste of time?

What is the current annual income? That is what is used on the I-864, not the income from the past taxes, unless self- employed. And no, no need to explain the low income, just need to list the Total Income amounts from the last 3 years of taxes where it asks. Then provide the most recent tax transcript(2012), letter from employer and/or most recent pay stubs (again, unless self-employed).

How much you make an hour multiplied by how many hours you work a week. Then multiply that weekly amount by 52 weeks to get the current annual income. You prove that amount with the letter from employer and/or pay stubs. For example, if you make 10 an hour and work a full 40 hours a week, then that is 400 weekly and 20,800 annually.
