It doesn't look like my filipina wife is going to make it here to the US before she has our baby. Does anyone know what, if any, paperwork process I will need to submit for her to bring our baby here with her? Thanks for any input from experience.

You need to apply for a Consular Report of Birth Abroad for the baby so it can be recognized as a US Citizen... You as the USC Parent will have to file for it in Manila.. It will probably require that you get a DNA test to prove your paternity...

Contact the consulate to find out what will be required of you in terms of paperwork that they want and what labs they have approved for the DNA test.

A complete outline of the process is on the Manila Consulate Website..

Is this a process I need to do before the baby can come here to the US? Or can that process be done here?

You have to do this in Manila before the baby comes to the US... The baby either is a USC or not... if the baby is a USC, then it will need a US passport to leave the Phil and enter the US... if it is not a USC, the baby will need a visa (which would require permission from the biological father)... the counsulate can't issue a visa to a USC, so the question whether the baby is or is not a USC will need to be settled before a visa will be issued for your wife...
