On edit it's not uncommon for them to be retained and not put back in.

Yes but they are supposed to get permission. They might need to dig up some others to see if they have kept other organs without permission as well.

Organs harvested at an Autopsy would be no good to anyone, the theory that someone harvested this kids organs to sell from a long dead body is not valid. This was done at the autopsy.
