No. There are two reasons:

1. The 10 year travel visa (B-2) allows a person to enter the US as a tourist, visitor or for business purposes only (business meaning attend meetings, conferences etc.. NOT paid work). The 10 year validity, does not mean a person can stay for 10 years, it simply means he/she can use it to enter for 10 years. The length of stay usually given for each entry is up to 6 months. Because it's a tourist, he cannot enter with any other intent than as a tourist. In other words, you can't enter as a tourist, but intend to get a work permit.

2. Visas are for entry only. They are not a status. Your status is given upon entry based on the visa used to enter. I.e., entering on an O-1 visa would give O status. Since visas are used for entry, they are not issued in the US, but rather by US embassies/consulates in the applicant's country of residence.

As a South Korean citizen, he would not need a visitor visa to visit the US. If he does not have a criminal record, or past negative immigration history, he can fill out ESTA online, and enter the US for up to 90 as a tourist, visa free. Any work visa however, will still have to be applied for and granted abroad.
