Timeline

They will send it to the city/country you designated on question #20 of the I-129F you filed, unless of course you want to file a form I-824 and pay the $405 filing fee, then you can request a consulate in a different city but it's not guaranteed.

Hi, my fiancé put Italian address where i used to study and now I am back in czech republic.

Is it necessary to change the address..?? Can I go to the consulate in Italy..??

If you have a reason/ties to the third country such as a job or school then you can probably apply for the visa in that third country (it would be up to the individual consulate), however you're back in your home country now and you will have to apply at the consulate in Czech Republic. You can't travel to the third country just for the purpose of a visa application and apply. If your I-129F hasn't been approved yet, call USCIS and see if you can amend the form. If it has already been approved then I think you would have to file the I-824 and pay the filing fee. Maybe someone else here will post with a better solution.

Yeah, well our I-129 has been approved and sent to Naples already.

I really can't travel there just to get me K-1 visa issued..??

I just do not want to do that I-824 and wait that long.

I found a sort of general statement on the U.S. embassy in Prague website:

"Can I apply for a visa in the Czech Republic if I am not a Czech passport holder or a permanent resident of the Czech Republic?"

"An applicant has the right to apply at any Embassy or Consulate abroad. However, it may be more difficult to qualify for the visa when applying outside your own country of permanent residence. If you choose to apply in the Czech Republic it is on the understanding that you may be refused, and the application fee is non-refundable if the visa is not issued. You are expected to demonstrate strong ties to your country that you plan to return to after your visit to the US. Therefore, applicants are advised to always apply in their own country of permanent residence if possible. The decision on the issuance of the visa will be made at the time of application."

Although your situation applies to the consulate in Italy, they probably have the same policy and although the above statement isn't specifically for K-1 visas, it applies to non-immigrant visas which is what the K-1 is.

Try emailing the consulate in Italy & see what they say.
