Oh da*mn. That long. I have a feeling that I will be waiting until sometime in January 2014 for this. Thank heavens my interview is scheduled for February 2014 so I think I still have enough time.

I just called the Japan Embassy in Manila. My police clearance has arrived since 9 January 2014. Woohoo!

So I heard I have to be careful not to break the seal on the police clearance from Japan? So we won't know what's on it until we submit it to the consular officer?

We're not allowed to open it. Only the US can open it. Be very careful. You will bring it on your interview of course

At which USEM stage of the process or interview window is the police clearance from another country supposed to be submitted?

I'm surprised no one asked for it until I volunteered my Japan police certificate to the American consular officer.

You bring it to the interview, it is the embassy that requires this.

Yes my wife was in Japan for 1 year, but since the NVC sent the checklist they do want you to send the Japanese Police Clearance in the sealed envelope that it comes in. We did not go to the U.S. Embassy with the AO1 & AO2 to get fingered printed, we just went directly to the Japanese Embassy where my wife filled the form there and they instructed her that we need to go to the Manila police dept where she was fingered printed and make sure you have a 2x2 picture and your Philippine passport. Then you go back to the Japanese embassy and present that to them then go home and wait 30-60 days for the police clearance. Also make sure that your NBI clearance is not going to expire while you are waiting for your interview date or you will need to get a new one because they will ask for that at the interview. I know some people only gave their japanese police clearance at the interview but if it is on the nvc checklist send it in and make a photo copy of the front of the envelope to show the interviewer that you sent it to the nvc and show your checklist as well for back up is what i was told after calling the nvc that guy was really nice! Hope this helps some people on that issue lol. P.S. make sure that you put the NVC case number on the top right corner if they do misplace it!

Here is the embassy instructions letter.  HAVE what is listed here for the interview.  NBI and CENOMAR/CEMAR shouldn't be more than 6 months old.. most of the COs at the embassy are picky on this one.
