K-1 transfer deadlock!

Hello,

I have an approved i-129f petition for my fiancée who lives in Syria. Contrary to my request in the form, NVC sent out my petition to US Embassy in Jordan instead of Turkey (US consulate in Syria has been shutdown long time ago due to the civil war). My fiancée lives in the northern part of Syria which is close to Turkish borders. Jordan-Syrian borders are on the south.

Since it is extremely difficult to travel to Jordan under current circumstances in Syria and given the fact that Jordanian authorities are denying many Syrians entry in their country, I was able to convince US embassy in Turkey to transfer the case to their consulate office. And since then, it has been the slowest process ever.

First, they claimed that they requested the file and that I would be contacted once they receive it. A month later, I found out that the US Embassy in Jordan did not transfer the file. Why? They say they never received such request. I emailed the US Embassy in Turkey to complain about that. They emailed me back and said they regretted this inconvenience and assured me they will forward the request "again" and that I'll hear from them once they receive the file.

This time, I immediately confirmed with US Embassy in Jordan that they received the request which they did. Now another month has passed and have not heard back from them. I called US Embassy in Turkey inquiring about the status of the transfer, they said they have not received it yet. I then contacted US Embassy in Jordan asking about the whereabouts of my fiancée file "using mail tracking number", they said the file was actually transferred electronically as a PDF file. So I emailed US Embassy in Turkey to inform them that the file was transferred electronically and they should have it already. I received the same reply, they have not received the file and they will contact me once they receive it. If the file was transferred electronically, then the transfer is instant but it has been a month so far and they claim that they don't have it.

So here is what I have now:

1- US Embassy in Jordan electronically transferred the file.

2- US Embassy in Turkey asking me to wait until they have received the file to hear from me

3- Dept. of State Visa Inquiries representative says the physical file is mailed along with electronic transfer.

But who can guarantee that the US Embassy in Jordan has actually mailed the physical file? They clearly told me the file was transferred as a PDF when I asked to check the file status "using mail tracking number".

My question is, I have already bugged both embassies repeatedly enough to inquire about my fiancée case and I'm not sure if I should email US Embassy in Jordan one more time to confirm that physical file was mailed because US Embassy in Turkey is expecting it. Is that necessary? Or is the physical file always mailed? I don't want to be too impatient and irritate the US Embassies. But my impatience is made worse by the fact the my fiancée lives amidst a civil war and in a very contested area, I have been able to expedite the application both with USCIS and NVC, but this whole file transfer thing has caused the case to delay longer than normal processing times!

Sorry for the long rant but I will appreciate any input!
