when to submit documents

hi everyone hoping someone could answer my question..this question is for my dearest cousin, she just wanted to know when to submit documents for naturalization or becoming citizen ...she got married to us citizen last june 2009..stay in US from june 2009 until November 6, 2011 the reason shes outside US is she went back to school to study however she did apply re entry permit...this is allowable 2years outside US ...so she will be coming back in US this November 2013 and still very much married with her husband is the one support in her studies until she graduate.

on entering US does she need anything to present in order to enter in US?

and when to apply her citizenship?

I'm guessing she didn't file a form N-470 (Application to Preserve Residence for Naturalization Purposes) before leaving, nor do I believe she would have been eligible to file anyway, if she went home to study. Therefore, as far as applying for citizenship is concerned, and if applying on the basis of marriage to a US citizen, she will have to wait 3 years from the date of her return to the US, assuming she does not break the continuous residence requirement, and she will be able to apply as early as 90 days prior to the third anniversary of her re-entry into the USA. In other words, if for example she were to come back on November 15th, 2013, she could apply for citizenship after August 16th, 2016.

Timeline:

2005-04-14: met online

2005-09-03: met in person

2007-02-26: filed for K-1

2007-03-19: K-1 approved

2007-06-11: K-1 in hand

2007-07-03: arrived in USA

2007-07-21: got married, yay!

2007-07-28: applied for green card

2008-02-19: conditional green card in hand

2010-01-05: applied for removal of conditions

2010-06-14: 10-year green card in hand

2013-11-19: applied for US citizenship

2014-02-10: became a US citizen

2014-02-22: applied for US passport

2014-03-14: received US passport
