This is not enough information to tell exactly. If the only income is social security and therefore the sponsor doesn't file a tax return, then you might have to use the assets test described in the financial support instructions. If the sponsor has other income but the social security is the additional income needed to provide enough for qualification, then you might have to attach a copy of the social security report he/she received for the tax years reported. You will likely need a letter to be attached with that for additional explanation.

Generally, if someone has non-taxable income that if counted would be considered income for support purposes, the USCIS & state department wants to see bank statements proving deposits of the non-taxable income.

THANK YOU FOR YOUR INFORMATION, YES THE SOCIAL SECURITY IS THE ONLY INCOME THE PETITIONER HAS A JOINT SPONSOR SINCE THE SPONSOR IS WAY BELOW PROVERTY LEVEL, MY QUESTION IS HOW SHOULD I FILL OUT THE FORM I864
