sponsored immigration system by exempting immediate family members (spouses and unmarried
children under the age of 21) of lawful permanent residents from the annual limitations on family-
sponsored green cards and by increasing the limit on the number of immigrants allowed each year
from individual countries, including those nations with a high rate of immigration such as China,
India, Mexico, and the Philippines. The Senate bill also excludes these same immediate family
members from annual limitations on employment-based green cards, and removes annual country
limitations altogether from this system."

That doesn't make any sense to me. I thought CR-1's and IR-1's for spouses already had no numerical limit????!!!!

And you are correct. There are no limits or quotas for CR/IR and that will not change.

What changes is that quotas for Family 2nd preference categories only.

there are numerical limitations in place, for petitioners who are LPRs (not USCitizens)

so

a piece of this, removes those numerical limitations for petitioners who are LPRs.

Still, no numerical limitations for USCitizen Petitioners.

That's my understanding, so far.

Obviously I don't know the inner workings of government, but this administration seems hell bent on creating politically expedient policies without allocating adequate resources to support such policies. It's all fine and well to introduce immigration reform, but real reform happens when the boots on the ground redesign their methodologies to improve efficiency.

I really don't blame USCIS because they get more policy thrown at them without (it seems) the resources to administrate and support these "feel good" policies.
