Can I include a scanned passport pic in K3 petition?

Timeline

I filed the I-130 petition mid June 2013. I'm intending to submit a I-129 now. I don't have anymore of my husband passport pictures. It will take at least 3 weeks from Nigeria to the US. I would like to get the ball rolling. He mentioned that he could email it to me and I could print it out. I've also heard USCIS accepts copies, does this include puctures as well?

He can email the soft copy (jpeg) of his passport size pic, not scanned photo. You print it out in photo paper.

Is it required to submit his passport pic again? From what I understand when filing the 129F during the I130 process you just need to send a copy of your NOA1 from the 130, they'll match the files and continue processing. I think they also need your marriage cert (copy). I don't think you need to resubmit all the other stuff again... Correct me if I'm wrong I plan on going that route as well.
