Last october 2011 the father who is a permanent resident filed a petition for her daughter who is 23 yrs.old, on april 2013 the father got his u.s citizenship and the petition was approved this october 2013. Since the daughter is 23 yrs.old and the father is a permanent resident she is under f2b category and will automatically be transfer on f1 since the petitioner became u.s citizen. Last oct.17, 2013 the father received the noa2 and the petition is approved but on the letter it says.

Notice Type : Approval Notice

Section : Unmarried child (under 21) of U.S. Citizen. 201(b) INA

Is that an error because she is already 23 yrs.old when petition.

Father should call USCIS and have it corrected. There's a phone number on the approval notice.

Is it really just a mistake on USCIS part?

Yes it could be a simple mistake.

I had the same experience, the year on my priority date indicated on my NOA2 was wrong. My hubby contacted USCIS and informed them about the error and they issued an ammended NOA2 thay shows the correct PD.
