Hello Everyone,

I am currently on a F-1 student visa and because of that I have to pay a huge amount for tution and fees at the college.

I got married to a US citizen last month and therefore I m submitting all my paperwork this week.

So, when will I have the right to pay as a in-state student? I mean out of state fee is way too much so when can that be reduced?

My friend said once I file the I-130 form, they will send the receipt of it and an Alien number will be written on it. After that, I have to take my alien number to the registrar's office and they will charge me what they charge to the other US citizens. Is that right? My next semester starts in January.

Please give me some ideas so that I can continue the college with paying somehow less amount for tuition and fees.

No, that is not right. It has to do with how long you lived in the state, etc. You are not a US resident yet so I doubt you will qualify for in-state tuition. But it's up to the school. Read over their requirements.

it depends on your school. One I asked said I'd have to have my greencard for a year before I'd be considered in-state. A community college said as soon as I have my greencard. Either way it's gonna be a long wait :(

April 24, 2013: Email with FRN case number received, petition is on its way to Frankfurt

April 30, 2013: Medical in Frankfurt completed

May 3, 2013: Packet 3 received

May 23, 2013: Packet 3 sent back

June 4, 2013: Packet 4 received

June 11, 2013: Interview ->approved

June 17, 2013: Visa in hand!

July 3, 2013: POE

July 17, 2013: WEDDING <3MARRIED TO MY HERO, MY SOLDIER, MY EVERYTHING :)

Nov 12, 2013: Filed AOS (+EAD&AP)

Nov 18, 2013: NOA1

Dec 20, 2013: Biometrics appointment

Jan 17, 2014: EAD card production

Jan 23, 2014: EAD combo card received

March 15, 2014: Received Potential interview waiver case letter

June 26, 2014: AOS approved, no interview!

Timeline

Whether you qualify for in-state tuition will depend on your school.

Some schools requires one year of residency before a person can qualify for in-state tuition.

Some schools allows a person to use a spouse's residency.

There are no rules that applies to every school. Each school has its own rules.

Sorry I should have said this before, but I am here since last 7 years attending the same college in the US. I did bachelors and masters before and now I m going for another master. Does that help now?

I am shifting from F-1 status to LPR holding a greencard - when will I be able to start paying state resident tuition rates?

Hey sorry for the late reply. The admission office gave me a petition form and they said I have to supply them with some documents such as marriage certi and stuff. Since I was here for long time, I will be eligible as in-state student. I waiting for my I-130 approval so that I can attach the receipt with my school in-state petition documents.

or

did you file the I-130 + I-485 (plus all the ancilliary forms?)

makes a difference, for this waiting time.

You have already gotten several comments, and some info from the school directly.

And, as others noted, each school can have completely different rules.

That being said; I know that several universities have the rule that one can NEVER get in-state tuition if they attend the university continuously. Their rule is that you establish residency in the state by working, paying taxes, etc. for some time period, like 1-3 years, AND NOT attend university during that time period.

Otherwise, they would encounter the situation where many out of state and foreign students would always be trying to attain in-state tuition rates while, at the same time, attending on a continual basis.

July 22, 2017  ROC packet sent to Vermont.

July 24, 2017  ROC packet signed for in Vermont.

August 8, 2017  NOA received at house.  15 days since ROC signed for in VSC.

August 12, 2017 ASC appointment received. 19 days since ROC in VSC.

August 25, 2017 BIO completed. 32 days since ROC received in VSC.

August 11, 2018  18 month 'Courtesy Copy' extension letter received.  Critical number  297

October 20, 2018 18 month 'Official' extension letter received.  Critical number 297

December 4, 2018  USCIS Account shows: We approved your Form I-751, Petition to Remove Conditions on Residence, 

December 4, 2018, ordered your new card for Receipt # EAC17297003XX, and will mail to the address you gave.

491 days from NOA issued by VSC until Petition approved.

December 7, 2018 USCIS sent notice:  Card mailed.

December 12, 2018 Ten year Green Card received from Lees Summit, MO

499 days from NOA issued by VSC until Green Card received.

December 6, 2018 submitted N-400 application on-line.  Estimated Completion Time: 8 months or August 2019.

December 8, 2018 received notice on USCIS that Biometrics scheduled . . . but the actual date was not yet shown.

December 11, 2018 saw in 'Documents' section of USCIS that Bio scheduled for 24 December 2018.

December 21, 2018 saw on USCIS website that they will be closed 24 December 2018 as extra holiday.

January 9, 2019 went for re-scheduled BIO appointment.  33 days after N-400 submitted on-line.

February 19, 2019 received letter in US mail that Citizenship interview scheduled for 26 March 2019. 74 days after submission on-line.

March 26, 2019 Citizenship interview scheduled for.  109 days after N-400 submitted on-line.

March 26, 2019 Passed Citizenship interview.

April 12, 2019  Received notice that Oath Ceremony had been scheduled for 24 April 2019.  17 days after interview.

April 24, 2019  Oath Ceremony completed.  29 days after interview.     139 days after N-400 submitted on-line.

April 25, 2019  USA Passport Application submitted.

May 3, 2019     USA Passport received.    149 days after N-400 submitted on-line.

May 9, 2019     Certificate of Naturalization and Citizenship returned in mail.
