Visa for adoptive parents of US Citizen.

My question is that:

If an US citizen was adopted in a foreign country before coming to the US and became a citizen. After becoming an US citizen, can he/she apply for a visa for the parents who adopted him/her? If yes, is it also through I-130 for IR-5 visa?

A US citizen can petition an adoptive parent if the legal adoption was completed before the child's 16th birthday and there is proof that the adoptive parent lived with the adopted child.

How old was the USC when they were adopted ? The USC had to be a child

Less than a year old. Thanks.
