Please highlight anywhere that is said the majority of kids in the pools don't speak English?

Seeing as how you have this superwoman like reading comprehension. You did understand it is a city wide program, but the story is only about one school

Phoenix is about 70% white, 5% black and most of the rest Hispanic.

Next question...How do we have a school full of students who dont speak English...That's BS. Kids adapt to speaking English very fast. I would bet my life 95% of those kids speak English

The article didn't say that 90% of the students didn't speak English. It just pointed out that 90% were hispanic/black/asian. I don't know if you live in an area with a high concentration of latinos? My husband is a teacher at a predominantly latino/black school (about 95%) and there are a lot of kids, mostly hispanic, who have trouble speaking English. Why? English isn't spoken at home. My husband knows a little bit of Spanish and does communicate some if he can, the kids really appreciate it, and will also correct him.

Affirmative Action hasn't gone wild. Fox News has taken you for another ride.

This is originally from NPR. Reputable source, right? Sure. But the right wingers left out the highlighted part for the reporting to the stupids on the right.

After noticing that most of the lifeguards at the public pools used by Latino and African-American kids were white, the Phoenix aquatics department decided to try to recruit minorities.

More than 90 percent of the students at Alhambra High are black, Latino or Asian. On a recruiting effort there over the winter, the city's Melissa Boyle tells students she's not looking for strong swimmers. Like many under-resourced schools, Alhambra doesn't have a swim team.

"We will work with you in your swimming abilities," Boyle says.

Boyle's colleague Kelly Martinez takes on the delicate task of explaining the scenario the city is trying to correct.

"The kids in the pool are all either Hispanic or black or whatever, and every lifeguard is white," she says, "and we don't like that. The kids don't relate; there's language issues."

Martinez turns to a Latina student next to her. "Do you speak Spanish?" she asks. "We need more lifeguards who can speak Spanish."

Competitive swimming still has a reputation as a white sport. And a national study released in 2010 found African-Americans and Latinos reported much lower swimming proficiency compared to whites.

"It's that catch-22," says Becky Hulett, who oversees Phoenix's public pools. "If the kids don't learn how to swim, as adults they are not going to swim, [and] they aren't going to take their own kids to swim."

So two years ago, Hulett began rethinking lifeguard recruitment. Traditionally, Phoenix's 500 lifeguards came from more affluent parts of town, most of which are farther from the public pools.

"It really populated from schools that had swim teams, and so that was our feeder into our lifeguarding programs," she says.

To help diversify its lifeguard ranks, the city raised about $15,000 over the past two years in scholarships to offset the cost of lifeguard-certification courses. Recruits who pass a swim test at the end can apply to be city lifeguards.

AA doesn't work like that. They are saying that if a minority wants to work as a lifeguard and doesn't have a strong swimming background, they will work with you to get you within standards.

I haven't heard of any program where they are "working with" white lifeguards to learn how to "relate" to kids of color or learn to communicate distress words in spanish.

Yet they are willing to take minority non-swimmers and not only teach them to paddle around the shallow end, they will convert them into life saving swimmers.

Ya see, Liberals doing it again, setting up the two Tiered system.

This is childs play, the Fed. Gov't does this same exact thing in huge ways all through Gov't. (and it's not cheap either)

Well if only they would do the same to get a little diversity in the Bus-Drivers pool of most East coast cities I visit.

Why don't they ever say _"Hey you know Blacks are only 13% of the population and 10% of the labor force..... why do we employ 80% of Black bus drivers?

Perhaps we need to "reach out further" and attract some white drivers.... for diversity and all."

Never happen because DIVERSITY only means one thing-

Less white people LOL

Unlike you marvin, I treat all people the same, unless they give me reason to do otherwise and that rarely happens.

One of the problems I have with this program is that they are lowering the standards to become a lifeguard and possibly putting lives in danger to meet diversity desires. This swimming test that these new applicants will have to pass is not the same test the existing lifeguards had to pass. If it was the same, this really wouldn't be an issue.

I'm not really sure why English speaking lifeguards pose a problem either. Last I checked English is still our national language, and we do still teach English in our schools, correct?

While English may be the "national language" this country, in reality, is made up of people who speak many different languages. In a school where the population is so overwhelmingly black/hispanic/latino/whatever ... it's safe to say the majority of them likely speak English as a second language. And there's nothing wrong with that. But there seems to be a language barrier at the pool in THIS story, so I also see nothing wrong with wanting a more diverse group of lifeguards.

I also don't see anything anywhere that claims they're lowering the standards. These kids aren't becoming lifeguards over night. Swimming is heavily a white sport/activity. There's nothing wrong with a community funded program to try and get minorities involved in not only the activity, but in their community as well. And if they end up making the cut, there's nothing wrong with them becoming lifeguards.
