The Parks and Recreation Department’s Aquatics Section partnered with the City of Phoenix Community and Economic Development Department to use federal Workforce Investment Act funds to establish a scholarship fund.

The fund was designed to cover the cost for a lifeguard training course for any teen that lives near these hard-to-staff pools. CED was the local administrator and monitor of funds from the federal Workforce Investment Act.

Money was raised via donation and community effort. It's not from taxes. Sheesh.

Also the requirements aren't different.

I think going over and correcting the rest would be overkill.

Actually your just flat out wrong. NPR left out that the vast majority of the funds were taxpayer funded federal grants

  • The Aquatic Section recruitment effort resulted in certifying more than 500 participants to be lifeguards in 2012. The outreach effort, the bulk of which occurred in 2012, included 196 participants who were given scholarships using Workforce Investment Act grant money for the lifeguard certification course supplemented by private-donor provide scholarship. Each participant was required to pay a portion of the registration fee. The breakdown for the outreach scholarship in low-to-moderate income areas for 2012 is listed below. Staff continued outreach in 2013 using donated scholarship money:
    • 122 Hispanic
    • 44 African-American
    • 23 Caucasian
    • 5 Asian
    • 2 Other
  • Out of the 196 scholarship recipients, 145 filled out the application to work for the City of Phoenix Parks and Recreation Department’s Aquatics section. Of those that applied, 98 completed the water test requirement and 71 were offered positions as lifeguards.
  • The hiring manager, when offering positions, used an eligibility list of lifeguard candidates that included name, address, contact information and water test/interview scores.

This program doesn't exclude anyone. It's not blacks/hispanics only.

And I am still missing the part that tells me that these lifeguard certification courses are different or have lower standards than the usual.

Are you still missing the part in which you blasted me for assuming tax payer funds were used.

It's amusing to me that you accuse me of changing the subject when I get caught saying something incorrect... when your entire original post saying they're hiring people who can't swim as lifeguards in the name of diversity is ABSOLUTELY false.

GRANT money was used. i assume you take issue with tax funded grants being used in addition to privately raised funding.

If you watch the video it is accurate. They are hiring people who can't swim well and plainly said so.

He wants everyone to admit they're wrong... yet he's the one who posts this saying "AZ to hire minority lifeguards who can't swim" .. rofl.gif
