You say she lives with your husband. Where are her parents? To adopt is very expensive and lengthy time. If parents are alive you need them to sign papers. If not there are still paper work you have to sign. And there is the 2 year rule. When was the last time you seen your sister?

Please seek an attorney this is not a do it yourself type thing.

Are you a USC or a LPR?

Unless you are a USC you can't petition a sister when you are a USC that takes 12 years or more. Many people can adopt but immigration makes it hard to have an adoption that is valid for immigration purposes especially if the child is your close relative because many people try to use this scheme to avoid the terrible lines to brng siblings over. If your parents are alive it is doubtful that you could create an adoption for immigration and you are looking at 12 years after you file to bring your sister
