Embassy in Egypt Website-- anyone see this page?

I stopped checking the website for a long time (fed up with them at the moment) and then today I checked to see if the interview schedule was updated and happened to stumble upon this page...

Did anyone else see this? Is it saying what I think it is saying? Seems like they are now allowing visa applicants to schedule their interviews and pay fees online, and there is an email to schedule your interview if you started your visa process in America before July 2013 ( and that would include us)... But I'm not sure if I'm reading it right. I can't seem to find anymore information about it. It keeps saying "visa applicants" but not which visas, is it all? And it says you can schedule by that email if you "paid your application fee" before July, is that the first fee I paid to the USCIS months ago? Seems a little strange for them to make a huge change in the interview process like that and then not notify us by email or something.

i think this system is not for our visas " Immigration visas " it's for " Non Immigration visas " only .

No , i'm wondering when should they start calling for november interviews , it's almost the end of october!!!!!
