For a K-1 visa chaser at Manila,

it all depends on 'the luck' someone had at the online scheduling portal.

If this is truly for Manila IV, suggest you find Hank_ 's Handy Dandy, Neeto-Kean (yet spiffy) Guide to K-1 SuperFast Visa Chasing, and read it.

It's dense with info, so read it about 11 times.

FWIW - 'CEAC' doesn't matter. What matters, is what's done at ustraveldocs website.

You schedule your own interview, CEAC has nothing to do with a K-1 getting an interview appointment.

Yes thats how i thought of it also,is DS-160 needs to be fill out first before scheduling an appointment or could be vice versa.
