Packet 1 is also known as NOA1 your petition receipt.

Packet 2 is also known as NOA2 the approval of your petition.

Packet 3 is the instruction packet the the consulate or embassy sends to the beneficiary.

Packet 4 is the invitation packet, instructing where and when the beneficiary goes to interview for Visa.

Some consulates combine packet 3 and 4.

The packet system for immigration is long gone, but some of the terminology lives on because it still somewhat resembles the old packet system.

There is nothing like the old packets 1 and 2.

Packet 3 would better be called the visa application packet.

Packet 4 would better be called the interview notification packet.

With the NVC now involved with the immigration visas the packet 3 and packet 4 terms are getting stretched really thin, which is why you will sometimes see reference to a packet 3.5 for immigrant visas.

just wondering.. what is this packet 3 and 4?

will i receive it here in the states or my spouse(beneficiary) will receive it in the philiipines?

is there any packet 1 and 2?

any info will be appreciated.
