Many consulates have different requirements and procedures. They are not all the same. There is nothing to send back and the only 'packet' from Juarez is a letter. Besides, the DS-160 now replaces all the other forms. I believe this recent change is a step in the right direction of all consulates requiring the same thing from all K-1 applicants.

OP> The letter can take 6 weeks to receive. You can call and let them know you never received it, and ask them to resend it. Make sure they have your correct address on file. Unfortunately it will take another 6 weeks to receive the one they resend. You can probably go ahead and fill out the DS-160, pay your fee and schedule your appointments. As I told you in another thread already, if you have not received the letter by the time you have to go to Juarez for your appointments, then you can go to the consulate info window and get your letter printed out for you before going to your ASC, medical and interview.
