My filipino citizen fiance is staying in london via student visa. His visa will end february 2014. We dont mind if the interview will be in Manila, Philippines. But is it okay to start applying for k1 visa now and use his london address in the meantime?

Yes absolutely, you can do a change of address if and when he moves.

I thought i read somewhere that he has to have at least 6 months in his current country of residence.. Would there be a certain form for the change of address? Do we notify uscis only after he goes back to the Philippines? We just don't want the correspondence from uscis to be sent to London when he's already in the Philippines.. Thank you for replying!

The six month residency requirement is only for when filing DCF.

Hypnos is correct- the 6 months is only if you, the USC, is living abroad and wants to file directly with the embassy.

A move of consulates CAN slow things down some if your paperwork is already at the embassy at the time you move. But since you haven;t even files yet, chances are your case will still be with USCIS in February anyways.

It's fine to start the I-129F petition, but if you use the London address NVC will send the petition approval to the embassy in London. If you want to do the interview in Manila use the address in the Phils... keep it simple from the get go.
