Choosing K1 Consulate Processing Location-Home Country vs Country of residence

Quick question. My fiance is a Hong Kong citizen currently living in Beijing. Can we apply to on the I-129 to have her application processed through Hong Kong or are we required to process through Guangzhou in China. I know the application has language noting that the embassy reserves the right to choose the location if it is different than your last residence, but my assumption would be that they allow you to go through your home country. Particularly in this case where Hong Kong and Guangzhou are extremely close. Any info would be greatly appreciated!

Timeline

If she will return to Hong Kong for the K-1 interview, then list Hong Kong as the consulate she will interview at on the I-129F. You may also wish to use her address in Hong Kong as her mailing address on the forms.
