Tax returns help (I-864)

Good afternoon. I am applying for a CR-1 visa... I am the beneficiary, and my husband is the petitioner. He is a US citizen (from birth) but we've both lived in Venezuela our entire lives. I just sent the I-130 package, but I was looking at what we'll be needing next and wanted to plan ahead.

Turns out that for I-864 we need his US tax returns for the past 3 years... He has only had a social security number since January (less than a year). Also, his yearly income has been less than 90,000 $. (it was around 60,000$ a year). Therefore, he has never filed US taxes. However, he has paid Venezuelan taxes. Venezuela has a treaty that avoids double taxation, but we are not sure if showing Venezuelan taxes along with an explanation letter will be enough.

What should we write in this explanation letter?

Any suggestions regarding our situation?

Also, do you think we'll need a co-sponsor? We only have around 20,000$ in US bank accounts, the rest is in foreign currency. Are our foreign currency bank accounts and assets valid to show?

For you to immigrate someone has to take responsibility for you . If your husband doesn't make enough someone else who does and who is either a USC or a green card holder in the US must assist him.

Yes, but 60,000$/year (his annual income) is more than enough according to the poverty guidelines... But if you make less than the 90,000$ you are not forced to pay taxes. Or that's at least what we thought.

He will have to backfile his tax return/s. Even if you don't have to pay taxes, every USC is required to file a tax return.

Then with $60-90K it won't be a problem to sponsor your.
