Senator said our file is with another department

Several (8+) weeks ago I contacted my Senator because we were outside of the normal processing time. His aide made an inquiry and asked me to contact him in 30 days if I hadn't heard anything.

30 days passed and nothing, so I called the aide again last week. He asked me to call him back today, which I did he said their response was "It's with another department".

I asked what that meant and he didn't know. Then I commented that it sounded like they were giving him the run around. He said he didn't think so but it was odd it was with another department and asked me to call back on Monday. At least it's not another 30 days to wait.

Has anyone else had theirs sitting in another department? Where could it be?

I filed CR1 for my spouse and was told by a tier 2 officer that my I-130 petition has been moved to another department responsible for congressional inquiries. When you get your congress man involved, USCIS forwards your file to this department - so I was told by the officer.
