Still Haven't Received Marriage Certificate copies!

Timeline

We got married on September 22nd and sent off the filled out certificate forms the day after the wedding. We waited a week or two and still didn't receive anything in the mail so I decided to request copies online from the website. So I ordered 3 triple-seal copies and received an email saying my request has been received, the certificates should arrive in approximately 10 days and my debit card has been pre-authorised for $30. So I thought "great they should be here soon". It's now been passed 10 days, still no sign of the certificates, so I called the department of marriage records in my city and the line was busy (I called twice and it was still busy) so it went to answer machine. So I thought "oh well I guess I'll leave a message and they'll get back to me soon". But instead, the answer machine operator says "we are sorry but our message inbox is full. you are now being disconnected." So I can't even leave a message!!
What's going on? Is it something to do with the government shutdown?? Surely not, as the department of marriage records is organised by the state...

Is anyone else having this problem?

I cant sent off my AoS papers until I have a genuine copy of my marriage certificate so this is really holding me up!! What should I do?

[20th April 2013] MRV Fee Paid
[22nd May 2013] Received Interview Date!
[24th June 2013] Interview! APPROVED!!
[27th June 2013] Visa Received!

[5th November 2012] AoS Package Sent
[5th August 2013] AoS Approved without Interview!

Can't you get them in person? Not sure what county you live in but for example Here http://www.alleghenycounty.us/wo/rec.aspx it says you can.

Do you think they will make me pay again if I go in person? Or will they just find my request and go from that?

Do you think they will make me pay again if I go in person? Or will they just find my request and go from that?

Sorry I am not sure, I would assume you have some sort of record/ref. no. for paying so they should be able to track it. Especially when you were advised that it will take 10 days, it's now past it. I would call them at least.

Sorry I am not sure, I would assume you have some sort of record/ref. no. for paying so they should be able to track it. Especially when you were advised that it will take 10 days, it's now past it. I would call them at least.

Yeah I called them again yesterday and the woman on the phone was pretty rude. She said the processing times were 3-4 weeks for marriage certificate requests at the moment.

So I guess I need to wait another week or two?
