No you do not need police records and proof of address from Algeria to file a petition. You will need police records for interview though.

Your lawyer can ask you for whatever documents he or she wants and it's up to you to trust or fire them, or just challenge them. Most on this forum will not recommend using lawyers to get K1 visa as the process is quite simple if you follow the guide above and read the forum. Unless your case is very unusual or had problems with law or us immigration.

When filling petition i have sent exactly whats on the list in the guide mentioned above.

I followed the list on VJ and our I-129F got approved in 38 days without any help from a lawyer. Good luck

The link that was provided above has all of the information you need. Under the "Assembling the I-129F Package: Checklist" section, is lists out which forms need filled out and by whom. It clearly lists which ones need done by the US Citizen (Petitioner) and which need done by the Non-US Citizen Fiance (Beneficiary).

The best advice any of us can give is to follow the instructions on the link provided by agnesb. These are the steps we have all followed and are the forms that we have all sent with the initial I-129f packet.
