Aside from meeting the residency requirements (being in-country for 8 days then waiting another week before being able to marry, (except if marrying in Scotland)) you only need to apply for UK fiancé visa IF YOU WANT TO STAY IN THE UK TO LIVE AFTER MARRYING. If you do not or can not, there there's nothing to stop you coming in as a TOURIST and getting married and GOING BACK TO THE US afterwards.

You are mistaken. A non-EU / EEA citizen requires entry clearance (British parlance for a visa) in order to legally marry in the UK, if they are not already present in the UK.

so he needs testing and therapy and I start the petition again after the year mark or can I start it in say 6 months so that it'll be after the year point of his medical?

They must have given him a letter that states the reason why. contact them you as an american have rights.

He is not admissible to the US because he was proven to be a drug user. There are no rights given to Americans to bring a drug user into the country as an immigrant. Her concern now is if he can be eligible in the future with convincing rehabilitation.

Your posts do not make sense. The OP hasn't got to find out why the visa was denied, she already knows.

Your post about her rights in finding out why are silly. She knows why. Everyone posting already knows why.

If you don't understand because you haven't read the thread, or you don't know the answer to a question, don't post.

I can explain it to you. But I can't understand it for you.
