she meant that they will be able to go through the backlog of I-130s and that processing times will slowly decrease (and her guess is august filers will see 6 months to approval). i think thats reasonable

So they are saying that there is a big hurry up now at the field offices? We April filers should be NOA2 in 2-3 weeks? The August and later files are going to be faster at the NBC?

BUT

From now on the USCIS will start telling people that the I-130 will take a year (because it is). So then there is no reason to file for a K3 any more?

So I must be missing the point of them even talking about a K3. You would think it would be "tell you future clients this is a one year waiting process now, so you may want to file for a K3 while your waiting."

Not related to what Laura Scott's message was on the FB thing. I guess for me I will believe it when I see it...

But another lawyer's blog on the issue suggesting K3 may be option due to delays... Just posting what I find and hope it helps someone to get more info/opinion

Apparently a lot of people took issue with her comments about processing times, she posted another comment to her original status update:

The timeline reports are based on cases that are being decided now and how long ago the cases were filed. Imagine you are at a grocery store. There are long lines and a new cash register opens up. It takes one minute per transaction. 20 people jump in that line. So the first person who went through took one minute. That would be the posted processing time at that moment because that's how long it took the person who just finished. But the person at the end of the line will actually take 20 minutes, not one. Ok, so the next two people go through. That third person took three minutes. The posted processing time changes to three minutes. But that 20th person is still going to wait 17 more minutes even though the posted processing time is three minutes. Alright. Let's say we get to person 19 and suddenly two more people get in the line. Person 20 finishes up and the posted processing time is 20 minutes. But those two who just got in line will not wait 20 minutes. They will wait 2 or 3 minutes. Make sense?
