Hello, My mom(LPR) petition for my brother last year (June 2012) he turn 21 years old on June 30th,2013, he receive his approval letter on August 19th,2013. I am assuming he will fall under the F2B category since he turn 21,which i understand will take a very long time.Is there anyways he can benefit from the F2A category since just after his birthday he receive his approval letter.

Didn't you receive any correspondence from NVC yet?

Call them: http://travel.state.gov/visa/immigrants/info/info_3177.html

Be prepared to provide the USCIS receipt number (this can be found on the i797c and i797 Notice of Action). Petitioner's and beneficiary's names and dates of birth.
