Hey everyone. I am Permanent Resident since 2011. Next year i will be able apply for my Naturalization due to my marriage. But on application ( N-400) there question in Moral part. If i was arrested by INS or ICE. I was arrested and placed in removal proceeedings. Nut in the court the Judge dropped the removal process and let us fill out I-130 and I-485. Can i become U.S. Citizen if i was in removal proceedings before? And should i answer Yes or No on that question in N-400 application even if Removal proceedings were dropped? Thank you.

If the judge dropped your charges and you got by an order of the judge the residency, then you are cleared. You should have a proof of that though. Answer yes to that question and put an explanation letter and send a proof that the charges are dismissed. Good luck.
