6 months and still waiting on my mother's visa to be issued

Yesterday was officially 6 months since my mother had her interview and she is still waiting for her visa to be issued. I have been seeing that the case status update date have been changing almost everyday for the past couple of weeks but each time I call DOS I am hearing that it is still in AP. I called yesterday and was told that there is a note that they sent back my mother's passport but the visa was not issued. We have not heard anything from the embassy so I am not sure what is going on.

Has this happenend to anyone else? Anyone on here waiting or have waited for over 6 months for a parent visa to be issued.

BTW my case status has never changed from Ready and she was told at the interview that she was approved. I have also been emailing the embassy and in September I had gotten an email to say that the visa was to be issued by September 6th but it wasn't. Has this ever happened to anyone?

This is so frustrating...I hope another Thanksgiving don't come and go without me having my mother here.

After writing the above message...I checked my mother's case on the CEAC website and the status changed from Ready to Administrative Processing. I went to lunch and then came back and the status changed to Issued!! Thanks be to God! I am hoping that my mother will have her visa in hand by the end of this week.

Do you know how long after the status is changed to Issued that the visa can be picked up from DHL? We elected to have her pick it up from the Kingston location!
