Timeline

(1) Did you request for a SSN card on your DS-230?

(2) Did you go into the office or it came in the mail?

and

(3) If you did both, was there any issue at the SSA office?

Yea, I did both but I think going into SSA office made it pretty fast, there was no issue at the office, they seem to be more experienced, the questions asked was how long we have been married and when I came in, verbally , filled out details on a form.

My husband here in CT, still had to do the written test, get his learners permit, even with a valid Nigerian license

....then he has to wait 90 days before taking his road test.....so again each state had different rules

The Op had to also take the Knowledge and Driving test. He just got to skip having to have a learners permit first before starting his actual driver's license process. In TX though I believe if your older than 25 you don't have to do the permit at all. I didn't grow up in TX so I was surprise when my husband wasn't required to have a permit. He just took the knowledge test then had to make an appointment for the driving. Nobody cared if he had a Nigerian license or not.
