For a us citizen filing for sibling, is a 3-4 year wait until interview. Sister has to go back home and wait.

not true

the i130 only, the first form can take years to be approved

but it is taking around 12 years,

My wife is a now and US citizen and her sister is here on visit.

Can she file for her sister a green card?

If yes, how long does it take for her to get a work permit and green card.

she can file for her sister whenever she wants to, but her sister cannot stay, she can come to visit, but never overstay her visit

the wait is around 12 years

she cannot get a work permit, because siblings cannot adjust status in country, she will go through consular processing in 12 years

she can try a student visa or a work visa when she returns, but not through your wife

Incorrect.

The I-130 may get approved in 3-4 years, but there is no way that visas will be available at that time.

It takes 12 years to petition a sibling.

Your wife can file an I-130 for her sister at any time.

However, it takes 12 years for a US citizen to petition for a sibling. Therefore, her sister cannot adjust status in the US. She has no basis to get a work permit or a green card.

Her sister can have a nice visit, but she needs to go home. In 12 years, she can immigrate to the US.

Do not let the sister overstay her I-94. If she does, she jeopardizes her future chances of immigrating to the US.

Do not file to adjust. SIster would get an EAD, but the green card will be denied when USCIS finally figures out she does not qualify. This will hurt her chance of immigrating in the future.

I petitioned 2 siblings in 2008.

IN 2010, Exactly two years after, it was approved but it doesn't mean they are able to fly.

Since I am from the Philippines, It will take 20 to 23 years for them to come over.

It is sad but that's how it is!

I might be dead or them both be dead.

No hope. It has been over 5 years since. They have more years to go for waiting.

About your case, she can't stay. she will have to go back and never over-stay. As for the penalty for over-staying can be 10 years banned and worse forever. So do not take risk for over staying.

04/03/2014: Applied for SS

​04/03/2014: ELIS STATUS showed OPTIMIZED right away the day we applied for SS card.

04/07/2014: Green Card Production

04/09/2014: SS Card received.

4/10/2014: ELIS and USCIS status: GREEN CARD PRODUCED/SHIPPED

4/15/2014: GC arrived in the mail (yay!)
