So now that my parents are here, will they always be permanent residents or can they become US citizens after 5 years?

Also if they want to go back home (Uganda) for a while, how long are they allowed to stay out of the USA before they are considered having abandoned citizenship?

They can apply for naturlization after 5 years.

If they stay out more than 1 year they are considered abondening their LPR status. But this already can be considered after only 6 months if they fail to file tax returns etc. It will depend on the IO at the POE in this case.

It's amazing how many questions can be resolved with a 2 minute Google search...

but they must live here for 5 years to become USC, they can leave for short trips, less than 6 months,

I meant abandoning residency.

They can apply for naturlization after 5 years.

They will get a letter commenting on the need to maintain Permanent Residency, there is no simple answer, but going home for short visits will not hurt.
